Statement of Association Ma'onah for Human Rights and Immigration

Thank you.

We would like to highlight the threats to international humanitarian law posed by the Armed Groups still residing in the country. Groups such as Wagner Ti Azandé have continuously committed offences against the Muslim minority including killings, sexual violence, torture, kidnappings, child abuse and exploitation. Due to the remoteness of the places in which they operate and the deficiencies of resources for the provision of state security forces, the people from Mbomou and Haut-Mbomou continue to live under constant threats.

These groups perpetuate the ongoing intercommunity tensions and hinder the peaceful coliving of the Christian majority with the Muslim minority.

Lastly, we would like to stress the worrisome conditions of the prisons such as overcrowding, food shortages and use of punitive measures. We invite the country to reconsider adopting restorative justice in handling their prison practices.

We acknowledge the country’s endeavors in its recent judicial reforms and we commend its successful disarmament of nine groups. Association Ma'onah and Geneva International Centre for Justice encourage the state to continue this campaign and engage in a constructive dialogue with the remaining armed groups to secure their full abolition.

The international community must shift its priorities from providing broad aid fueling the financial dependency of the country, to empowering the Central African Republic by supporting it in developing a sustainable strategy to restore its authority over the resource-rich areas.
