HRC62: The Growing Crisis of Internal Displacement: Addressing Protection Gaps, Human Rights Violations, and Durable Solutions in Contemporary Armed Conflicts

Executive Summary

On 25 June 2026, the Human Rights Council held the first part of its Interactive Dialogue with the Special Rapporteur on the human rights of internally displaced persons, Ms. Paula Gaviria Betancur. The discussion was based on the Special Rapporteur's report A/HRC/62/47 titled: Internally Displaced Persons and International Humanitarian Law, as well as the accompanying addendum presenting the findings of her 2025 country visit to the Democratic Republic of the Congo (A/HRC/62/47/Add.1). 

The report examines how violations of international humanitarian law continue to drive internal displacement and analyses the impact of evolving patterns of warfare on civilian populations. It emphasises the need to strengthen compliance with international humanitarian law, enhance accountability for violations, and promote durable solutions for internally displaced persons through national ownership and sustained international cooperation. 

During the Interactive Dialogue, Member States, United Nations entities, national human rights institutions, and civil society organisations broadly welcomed the report and reaffirmed that forced displacement is not an inevitable consequence of armed conflict but is frequently the result of violations of international humanitarian law and international human rights law. 

Delegations drew attention to numerous displacement crises, including those affecting the Democratic Republic of the Congo, Gaza, Lebanon, Sudan, Ukraine, Myanmar, Colombia, and other conflict-affected regions. 

Speakers repeatedly stressed the importance of protecting civilians, ensuring humanitarian access, strengthening accountability, addressing the specific vulnerabilities of women and children, and creating the conditions necessary for voluntary, safe, dignified, and sustainable solutions for internally displaced persons.
